The show “Balkan Express”<\/strong> on TV Atlas presented a conversation with Jelena Kriv\u010devi\u0107, Director of the Regional Development Agency for Bjelasica, Komove, and Prokletije, regarding the economic development of the northeastern part of Montenegro through tourism and agriculture.<\/p>\n

Kriv\u010devi\u0107 emphasized that the Agency works directly with farmers, recognizing their potential and providing support in the development of rural tourism and organic production. As an example of good practice, she mentioned the Kljaji\u0107 family from Lubnice near Berane, who renovated an old house and successfully merged tourism with organic agriculture.<\/p>\n

Speaking about national strategies, she stressed that they often remain at a declarative level while villages are neglected, schools are closed, and emigration is increasing. She particularly pointed out the importance of the LEADER approach<\/strong>, where local communities create their own development plans\u2014a model supported by the EU, but one that Montenegro has yet to fully implement.<\/p>\n<\/div>\n

Agricultural Challenges and the Informal Economy<\/h4>\n

Kriv\u010devi\u0107 warned that donations often remain unused, and farmers lack adequate support due to legal obstacles and a shortage of revolving funds. Tourism in the north, especially active tourism such as hiking and cycling, holds great potential but requires better infrastructure and nature protection. The informal economy in tourism also poses a problem, threatening both quality and sustainability.<\/p>\n

She noted that social policy can demotivate people from working, as social benefits often equal the income from labor. Infrastructural problems\u2014power outages, poor roads, lack of water supply systems, and waste disposal issues\u2014further complicate life in rural areas.<\/p>\n

According to her, the revitalization of villages requires broad support: agricultural, infrastructural, and social, along with the active involvement of local communities and the strengthening of local governments. She cited the Irish LEADER model<\/strong> as an example of good practice, which allows local communities to manage their own development and receive financial support.<\/p>\n<\/div>\n

A Future Through Concrete Actions<\/h4>\n

This appearance on “Balkan Express” clearly showed that the future of Montenegro\u2019s north cannot be built on declarative strategies alone, but through concrete actions on the ground, empowering local communities and creating conditions for people to stay and live from their work.<\/p>\n
