Representatives of Montenegro participated in the international expert conference “Transhumance Landscapes of Global Significance”, held in Baku, Azerbaijan, June 23\u201324, 2025, within the framework of the ICOMOS World Heritage Senior Advisory Group Initiative on Transhumance*. The conference was hosted by the State Tourism Agency of the Republic of Azerbaijan.<\/p>\n

(*transhumance (from French transhumant, from trans- + Latin humus: earth) is a term used for seasonal livestock movements, a traditional practice of seasonal migration of livestock and human communities; in our region, the term “izdig” to the mountains, i.e., to the katuns, is most commonly used)<\/p>\n

The event gathered experts from leading international organizations, including the Food and Agriculture Organization of the United Nations (FAO), the United Nations Environment Programme (UNEP), ICOMOS, and the International Union for Conservation of Nature (IUCN). Participants included experts from the United States, China, the United Kingdom, Spain, Canada, Italy, Germany, Austria, Turkey, France, Montenegro, Kenya, Ghana, Benin, South Africa, Uzbekistan, and Georgia, as well as scientists from research institutes and universities, and local experts.<\/p>\n

The conference was focused on landscapes shaped by pastoral transhumance and aimed to examine such cultural landscapes in different regions of the world, as well as the urgent need for their identification, preservation, and sustainable development in the context of challenges brought by climate change and socio-economic transformations.<\/p>\n

Conference participants also discussed the potential of including transhumance landscapes on the World Heritage List, with a special focus on the example of the Cultural Landscape of Khinalig People and the “K\u00f6\u00e7 Yolu” Transhumance Route in Azerbaijan, which was inscribed on the UNESCO World Heritage List in 2023.<\/p>\n

Among 15 posters from around the world, selected from more than 50 applicants, a poster on activities related to katuns in Montenegro, carried out over the last ten years by various actors, was presented at the conference. The poster presented was “Activities on Identification and Protection of the Cultural Landscape of Katuns in Montenegro”, authored by: Aleksandra Kapetanovi\u0107 from EXPEDITIO Center for Sustainable Spatial Development, Ivan Lakovi\u0107 from the Historical Institute of the University of Montenegro, Jelena Kriv\u010devi\u0107 from the Regional Development Agency for Bjelasica, Komovi and Prokletije, and Pablo Dominguez from the Eco-anthropology Laboratory of the French National Centre for Scientific Research (CNRS). Aleksandra Kapetanovi\u0107 attended the conference on behalf of the author team.<\/p>\n

The conference adopted the “Baku Declaration on Recognizing, Protecting and Transmitting the Heritage of Pastoral Transhumance”, which represents a call to action for all actors in complex and multi-layered governance networks worldwide to focus attention on understanding and valuing the heritage of pastoral transhumance and its impact on shaping landscapes and societies. It also calls for embracing the rich diversity of knowledge and expressions that transhumance carries, recognizing the key benefits that this culture and its connection with nature bring, and supporting efforts to document, preserve, and transmit the knowledge, skills, innovations, and landscapes shaped by transhumance to future generations, while achieving a balance between sustainability and accompanying challenges and trade-offs. The Declaration also supports initiatives aimed at identifying landscapes that may have global significance.<\/p>\n
