The North at a Crossroads: How to Halt the Wave of Emigration?

The show “Balkan Express” on TV Atlas addressed one of today’s most sensitive issues – mass emigration from the north of Montenegro and the capacity of the state and local governments to face this challenge.

A Dialogue on Key Regional Challenges

The studio hosted representatives from state institutions, local administrations, and the NGO sector: Miodrag Latković from the Ministry of Economy, Jelena Krivčević from the Regional Development Agency, Mirsad Azemović, Vice President of the Municipality of Rožaje, and Dejan Medojević, President of the Municipality of Mojkovac. Their views and experiences demonstrated the depth and complexity of the problem.

Data from the NGO “Euromost” indicates that 4,600 people left the north between the beginning of the year and May, with many seeking asylum in EU countries. Despite significant government investment, issues persist: high unemployment, municipal debt, and a lack of investment.

The regional development strategy has not yielded the expected results due to its short duration, while the legacy of uneven development has lasted four decades. The municipalities of Mojkovac and Rožaje face depopulation and low investor interest, despite favorable conditions in business zones. Medojević emphasized that infrastructure alone is insufficient without new jobs, while Azemović highlighted Rožaje’s efforts to attract foreign investors.

The NGO sector warns of a lack of concrete action at the state level. A survey by “Euromost” confirms the pessimism: as many as 90% of citizens believe the north is neglected, while 73% of residents would leave the region if given the chance.

The Future Demands Systemic Solutions

The conclusion of the show was clear – halting emigration is only possible by creating new jobs and strengthening cooperation between local authorities and the Government of Montenegro. Without a long-term vision and serious investment, the north remains at risk of losing its most vital resource – its people.
